Is there more context to this? I'm not sure I understand (nor does my mom). With "big laws" I assume he's talking about the Natural Law, and the "small laws" would be Civil Law. "When you break the natural law, you get problems which we try to counteract with more civil law"--is this it?

Makes sense to me! When we break the law, "Love thy neighbor as thyself," we end up taking our shoes off at airports to see if anyone has packed theirs with explosives...
